I saw this error when I had my log4j.properties done wrong. So checking out your properties behind servlets might help somebody.

Thank you very much for this article. I have been fighting for several days with a Tomcat4 to Tomcat6 application migration. Setting TOMCAT6_SECURITY=no as a system variable on Windows 2008 worked.
